Governor Newsom announces appointments 9.16.2026
SACRAMENTO – Governor Gavin Newsom today announced the following appointments:
Patrick Brown, of West Sacramento, has been appointed Chief Deputy Director at the Housing Development and Finance Committee. Brown has been Assistant Deputy Director of Administration and Management and Chief Financial Officer at the California Department of Housing and Community Development since 2022, where he has held multiple positions since 2019, including Chief Budget Officer of Financial Management and Assistant Budget Officer of Financial Management. He was Budget Manager at the California High Speed Rail Authority from 2017 to 2019. Brown held multiple positions at the California Department of Water Resources from 2008 to 2017, including Associate Governmental Program Analyst and Staff Services Analyst. He earned a Bachelor of Arts degree in Communications from California State University, Sacramento. This position does not require Senate confirmation, and the compensation is $191,220. Brown is registered without party preference.
Kevin Hixon, of Springville, has been appointed Deputy Director for Facility Support of the Division of Adult Institutions. Hixon has been Warden at North Kern State Prison since 2023. He held multiple positions at North Kern State Prison from 2016 to 2023, including Acting Warden, Chief Deputy Administrator, Acting Chief Deputy Administrator, and Correctional Administrator. Hixon was Captain at Kern Valley State Prison from 2013 to 2016. He held multiple positions at the Substance Abuse Treatment Facility including Correctional Lieutenant from 2008 to 2013 and Correctional Sergeant from 2005 to 2008. Hixon was a Correctional Officer at California State Prison, Corcoran from 2002 to 2005. He was a Correctional Officer at Deuel Vocational Institution from 2000 to 2002. This position does not require Senate confirmation, and the compensation is $219,756. Hixon is a Republican.
Rohit Chopra, of Sacramento, has been appointed to the Governor’s Military Council. Chopra has been the Secretary of the Business and Consumer Services Agency since 2026. He was a Fellow at Harvard Kennedy School from 2025 to 2026. Chopra was the Director of the Consumer Financial Protection Bureau from 2021 to 2025. He was a Commissioner of the Federal Trade Commission from 2018 to 2021. Chopra was a Special Advisor to the Secretary at the United States Department of Education in 2016. He was an Assistant Director and Student Loan Ombudsman at the Consumer Financial Protection Bureau from 2010 to 2015. Chopra was an Associate at McKinsey & Company from 2008 to 2010. He earned a Master of Business Administration degree from The Wharton School, University of Pennsylvania, and a Bachelor of Arts degree in Government from Harvard University. This position does not require Senate confirmation and there is no compensation. Chopra is a Democrat.
Andrea Rosales, of Vacaville, has been appointed to the Commission on Correctional Peace Officer Standards and Training. Rosales has been a Correctional Sergeant at San Quentin State Prison since 2019, where she was a Correctional Officer from 2006 to 2019. This position does not require Senate confirmation and there is no compensation. Rosales is registered without party preference.
